 September 25-26, 2013, Congress of Technology and Innovation Support Centers took place in St Petersburg, Russia

Director of the Kaluga CSTI was a delegate to the Second Congress of TISC, which was held in St Petersburg.  It was organized by WIPO, Rospatent, FIPS, and The Institute of International Business and Law, NRU “Saint Petersburg State University of Information Technologies, Mechanics and Optics”. The Congress was attended by over 60 delegates from Russia and other countries, as well as specialists in the field of intellectual property and innovation. The participants discussed more than 20 reports, including a policy document, the draft Concept of development of a support network for technology and innovation in Russia.

Particularly important, for further work in the field, were reports of FIPS experts on electronic filing of applications for patenting inventions and electronic filing for trademark registration.

Providing services for electronic filing will expand the range of services on intellectual property, increase revenues from business activities and create a positive image for the branch as part of regional innovation infrastructure, which owns the new information technologies.

 September 25-26, 2013, St Petersburg hosted the II Congress of Technology and Innovation Support Centers (TISC) ​​in Russia

International project "Establishment of Technology and Innovation Support in Russia" was initiated by the World Intellectual Property Organization (WIPO) and the Federal Service for Intellectual Property (Rospatent). TISC has already opened in many countries including Russia where the project started in September 2011. His goal is to facilitate access to technical knowledge and more effective use of patent information. Project is coordinated by the Federal Institute of Industrial Property (FIPS).

The Congress participants discussed the current state and prospects of network development of centers in Russia. In particular, infrastructure development and human potential of TISC, expanding the list of services provided by the centers and establishing a monitoring system for achieving the targets.

The Congress participants were: Gennady Pilnov, executive director of NP “Russian Technology Transfer Network, RTT” with speech on “Technology Transfer and Commercialization: tools and capabilities of the Russian Technology Transfer Network.” During the presentation, RTTN network model and its centers, methodology on working with clients with "success stories" were presented. Keen interest among the participants of the congress produced RTTN’ coordinating team’s network technology transfer with their 11 years of experience; development of the network that would give business entities an opportunity to support innovation; the creation of on-line information technology platform to support provision of services. The result was a lively discussion on how to improve the existing mechanisms of state support for the innovation networks, infrastructure organizations to encourage participation in the network work as well as the package of services demanded by the market.

FIPS, representatives of the project coordinator agreed to conduct a series of additional meetings outside the Congress to discuss the joint development of TISC network, its methodology and concepts, as well as integration of RTTN and TISC centers in the Russian regions and further development of collaborative work.

There are 83 TISC centers currently established in 56 regions of Russia. Almost all centers are at the leading regional universities, chambers of commerce or libraries. Network is only developing and at this stage, its main objectives are:

 September 25-26, 2013, the II Congress of Technology and Innovation Support Center was held in St Petersburg. The organizers of the Congress were World Intellectual Property Organization (WIPO), the Federal Service for Intellectual Property (Rospatent), Federal State Institution "Federal Institute of Industrial Property" (FIPS), and the Institute of International Business and Law ITMO University

On behalf of Boris Simonov, head of the Federal Service for Intellectual Property, the participants were welcomed by Nina Kireyeva, FIPS Deputy Director for Scientific Information Services.

 Welcoming speeches were given by:  Alex Riechel, Program Administrator of Division of Technology and Innovation, WIPO; Maria Luisa Medina Delgado, Deputy Director General  of the Ministry of Technology Transfer Economy and Competition in Spain; Elena Bogdanova, director of the Institute of International Business and Law of NRU ITMO, Siyapat Batyrkanova, executive director of the State Intellectual Property Fund, State Intellectual Property and Innovation Service, Government of the Kyrgyz Republic; on behalf of the Government of the Republic of Mordovia – Vladimir Steshin, Director of NGO "Center of Intellectual Property of the Republic of Mordovia". All speech-givers touched on the important role of Technology and Innovation Support Centers (TISC) ​​in the innovative development of the economy.

On the first day of the conference, presentations were given by Alex Riechel (WIPO) and Maria Luisa Medina Delgado (Ministry of economy and competition in Spain). In his speech, Alex Riechel introduced an international TISC project with an overview and future plans on its implementation, as well as its achievements. In particular, the activities of WIPO on TISC are aimed at capacity building through training of local centers and distance learning, establishing new business contacts through regional workshops, seminars, and social media platforms such as eTISC, to which Mr. Riechel paid particular attention in his presentation, describing its features and functionality. Also, the main resources of TISC section on the WIPO website were highlighted along with the new supporting documents for the new centers, which will be posted on the website in the TISC section. WIPO project achievements include the organization and carrying out of more than 60 special events in the framework of the project, which was attended by over 4,000 people; and creating TISC centers in 36 countries.

Speech by Maria Luisa Medina Delgado was devoted to technology centers and centers of technological innovation in Spain. Such centers are non-profit organizations with its own legal status, orienting firms to increase their competitiveness by providing a wide spectrum of technological innovation services. The main purpose of these centers is creation, development, transfer and diffusion of technological innovations in business. According to Maria Luisa, the main idea is to help turn research results into technology, knowledge into profit, inventions into innovative technologies. Currently, there are about 160 centers with more than 8,000 employees. Gross profit of the centers is more than 600 million euro; annual turnover from contracts with companies is 365 million euro. The presentation had detailed information about facilities, operating on the territory of the Kingdom of Spain, and the main directions of their activities in specialized areas.

A report on the activities of TISC in the Russian Federation for the period of 2012 – 1st half of 2013 was presented by Elena Koroleva, head of the department of research and monitoring the use of Results of Intellectual Activities, FIPS . Ms. Koroleva noted that for the analysis of TISC networks in Russia, indicators were used by the number of TISC in the regions (currently, there are 83 TISCs in 56 regions); personnel, informational and technical resource support centers; types and volume of services provided to TISC. The report was based on the results of TISC monitoring activities conducted by FIPS, on the basis of which was conducted an analysis of human capacity TISC network, was assessed the infrastructure component of the network of centers by federal districts, was presented data on the total services provided by the centers in 2012 and the 1st half of 2013.

Analysis of the current state of the TISC network in Russia revealed problems in the efficient future development of the centers and showed a need for a systematic, program-oriented approach, which determined the importance of the conceptual development of the TISC network. In the next report "Concept of developing TISC network in Russia", Ms. Koroleva emphasized once again relevance of developing concepts, outlined strategic goals and objectives; prioritized direction of the TISC networks. Target indicators and indicators that reflect essential aspects of the network and guidelines in 2013-2018 have been proposed to discuss.

During the presentation, network RTTN models and its centers were introduced; including success stories on methodological work with clients. The result was a lively discussion on how to improve the existing mechanisms of state support for the innovation networks, for the infrastructure organizations to encourage participation in the networking as well as in forming a package of services demanded by the market.

In the discussion of the concept, Elena Bogdanova, director of IMBIP, put forward a report on "TISC Interaction with State Authorities of the Russian Federation (based on St Petersburg)" and D. Zezyulin, the chairman of the Moscow VOIR City Council, presented a report on "The Role of Regional Authorities in the Development of TISC (based on Moscow)." One of the important TISC activities, which was created on the example of the Moscow city VOIR organization in 2012, was to conduct a series of lectures, seminars and roundtables to introduce people to organizing and carrying out work in industrial enterprises and scientific institutions, which were sponsored by the "Center for Innovation Development" of the city of Moscow and FIPS. Objective goals are to increase inventive and innovational activity in enterprises; to protect author results of intellectual activities (РИА), as well as employees; to provide legal protection and protection of IP enterprise. D. Zezyulin shared his experience on organizing such events, acquainted listeners with the guidelines for the organization and rationalization of inventive activity in an enterprise. All work, carried out by the TISC MGO VOIR, aims to build counseling centers to work with inventors and innovators , which will also promote innovation in Moscow, using industrial enterprises and higher educational institutions of the city of Moscow as an example. This work, according to D. Zezyulin should lead to an increase in the number of employees in research and development. However, successful implementation of this work is impossible without adequate funding of TISC by federal executive bodies.

The first day of the congress was held in the House of Scientists. Former Vladimirskiy palace built in 1873 for the Grand Duke Vladimir Alexandrovich. Luxury rooms, dining rooms, marble staircases, cozy rooms, an abundance of sculptures, paintings, decorations, the stunning chandeliers – all this splendor of the palace was accessible to the participants of the congress.  They were also offered a tour through this "small Imperial Palace", the other popular name of this residence.

26.09.2013. Second day of the II TISC Congress, IMBIP ITMO.

The second day of the Congress, on September 26, was held at the Institute of International Business and Law, part of St Petersburg National Research University of Information Technologies, Mechanics and Optics. The first half was devoted to the question on the TISC provision of services to applicants filing applications for inventions, trademarks, as well as documents attached to these applications electronically to FIPS using an electronic signature.

Nina Kireyeva, FIPS Deputy Director for Scientific information provision, suggested in her speech to consider supplementing TISC functions with filing for a patent on invention or state registration of a trademark or service mark electronically. Electronic filing of trademark applications organized in 2010 for inventions – in 2011. However, the number of electronically filed applications does not grow fast enough.

This is because it is difficult for the user to employ the software for filing electronically; problems which occur during the use of the programs are difficult to solve due to remoteness of the user and limited resources of FIPS; a certificate of electronic signature and software must be obtained.

It is assumed that all these problems can be solved by providing jobs in TISC. Appropriate technical and advisory assistance will be provided to FIPS employees. Employees will be trained at TISC; by the end of the course, they will be given electronic signature certificates.

Electronic delivery of documents is a relevant factor in determining priority, due to priority, in accordance with the law in most cases, being set by the filing date (date of receipt) of the documents to Rospatent. The Statute on Fees, giving a 15% discount for applications filed electronically, also plays a big role.

At the congress, a set of documents necessary for the organization of E-filing was presented for discussion: it includes a draft supplementary agreement adjunct to the agreement of establishment of TISC, a contract to file an application for a patent on invention or state registration of trademarks through TISC, a letter of acceptance for procession of personal data.

D. Bykov, head of the design process of the FIPS department of information technology, presented a report on "E-filing for a patent on invention" and considered the current state of E-filing for the invention, peculiarities of the use of E-filing as part of TISC. He discussed the applicants’ motivation for E-filing on inventions through TISC.

D. Kuzyakin, deputy head of maintenance of software applications, information technology department of FIPS, gave a presentation on "E-filing of applications for registration of trademarks ". In the presentation, issues of the current state of E-filing for trademark registration were highlighted; basic functionality of E-filing was shown to users, particularly the use of E-filing as part of TISC; benefits of filing for trademark registration in electronic form, including through TISC were discussed.

In the afternoon, the following reports were presented by representatives of regional TISCs.

N. Novikova, head of the department of patent Market Information of the State Public Scientific and Technical Library of the Siberian Branch of the Russian Academy of Sciences (GPNTB CO RAN), in her report "TISC in the Structure of Scientific, Educational and Industrial Complex in the Region (on the Basis of the Novosibirsk Region" presented the main functions of GPNTB CO RAN. The library operates as a modern informational, cultural and educational institution, actively participating in the implementation of state policy on intellectual property (IP), closely aligned with science, technology, innovation and industrial policy in general and in the Novosibirsk region, in particular.

In addition to general statistics and features of scientific, educational and industrial complex in the region, the report offered questions concerning problems creating an information system designed to solve actual problems of innovation, including the impact on the increase of information and culture of the population of the patent. In particular, they talked about TISC activities on developing skills and abilities to competently and purposefully work with information, including patents, and about the development of new information technologies, modern equipment and methods of work. Other activities and measures to facilitate the implementation of the main challenges facing the TISC were listed. Particular attention was paid to the problems that impede the fulfillment of these tasks and require additional study.

E. Shutova, deputy director of the TISC on intellectual property of Petrozavodsk State University, noted in his paper "The Experience of Creation and Functioning on the Basis of TISC Petrozavodsk State University" noted that in the TISC’s work, established in May 2012 at PSU, team of associates takes part. They have experience in research, analytical, innovative and commercial activities on various aspects of support and promotion of technology, innovation and investment. Innovative development team served as an example at creating the center, their inventions (more than 200 patents and copyright certificates, secure electronic resources), monographs, dictionaries, textbooks and methodological developments (team members have more than 600 published works). TISC staff constantly improves their skills in the field of the IP, in particular, they have graduated from a distance learning course "Introduction to Intellectual Property" by the WIPO Worldwide Academy; participated in the development of learning and teaching materials. In particular, the following courses were designed "English for Young Inventors", "Protection of Intellectual Property", "Patents", "Basics of Business", "Fundamentals of technology commercialization" etc.  Another additional higher education program "Protection of Intellectual Property" was licensed and introduced.

In his speech, D. Tugusheva, analyst for intellectual property legal department AU "Technopark Mordovia", provides general information about the industrial park, and infrastructure aspects of its work, as well as information about the Support Center for Technology and Innovation, established on the basis of the Technopark, its functioning, providing equipment opportunities and services within the framework of TISC. Problems on the legal protection of intellectual property in the Republic of Mordovia, and activities undertaken by the Centre and aimed at increasing inventive activity in the region and promotion activities TISC AU "Technopark - Mordovia" were voiced. The results of the Centre for the first half of 2013 were offered for analysis.

The report "Developing a Set of Measures to Manage Corporate Knowledge" was presented by ​​A. Vinokurov, Director of Intellectual Property Center of the North-Eastern Federal University of M. Ammosova (NEFU). The report provides information on NEFU uniting the capacity of already existing educational and research institutions which affect all socio-economic processes in the northeastern part of the country. Within the framework of development of the university, innovation potential is concentrated in the form of a new unit – the Arctic Innovation Center (AIC). For the effective use of intellectual activity, the university carries out events to help establish and find resources for the management system of IP whose effectiveness depends on the formation of patent policy and infrastructure in the organization. Established infrastructure and the results obtained in the field of IP management allowed them to create a significant structure on a joint project of Rospatent and WIPO – TISC, whose mission is to effectively disseminate knowledge on the legal protection of intellectual property, promote their work on its development and effective use. The report highlighted the results of the TISC as well as proposed new scheme of the organization of the center.

V. Kulishkin, bureau chief of invention Mikhailovskoy Military Artillery Academy (MVAA), noted in his presentation, how the work of TISC, created on the basis of MVAA in accordance with the agreement in October 2012. By Order of the Chief of the Academy, a committee on commission inventions and rationalization is appointed annually by the Academy; structural units are appointed by supernumerary commissioners inventions. TISC work is aimed primarily at improving knowledge of Academy’s personnel in legal protection of RIM and its role in improving the quality of the educational process and research in the academ. Over the past year, six seminars were given with supernumerary authorized for invention, three textbooks has been published. Informational databases of the Rospatent is used by personnel of the Academy, students and cadets when writing term papers and dissertations, and doctoral adjuncts on research, faculty members during sessions and completion of research and KNIR.

E. Pak, director on the development of Association of holders of intellectual property (Minsk, Belarus), described the use of software in patent and licensing work.

There was a discussion at the end of the day, in which everyone participated actively. The discussion of the concept of network development TISC in Russia, extending the range of services provided by the centers, in particular, to provide consulting services for the registration and filing electronically. In general, the draft Concept was adopted by the participants of the Congress for approval. Proposals emanating from the debate initiative will form the basis for further work plans of TISC and will be reflected in the final document of the Congress.

70 people participated in the Congress.

According to the results of the congress, all participants were awarded certificates of WIPO.
